    TITLE: Human Resources Supervisor


    CLASSIFICATION: District Office Administrator


    REPORTS TO: Executive Director for Human Resources


    SUMMARY: Under general direction, the Human Resources Supervisor will assist the Executive Director of Human Resources in developing, implementing, administering organizational policies and procedures.


    PERFORMANCE RESPONSIBILITIES:

    • Develop, interpret, and implement division and district operating procedures.
    • Recommend policies and procedures for the purpose of providing direction for meeting the district's goals and objectives.
    • Collaborate with Colleges and Universities for the purposes of recruitment and professional growth opportunities.
    • Support teacher prep programs and partnerships as the point of contact for our international workforce.
    • Implement the district Para-Educator academy training program and oversee paraprofessional testing.
    • Handle employment-related inquiries from external applicants and current employees.
    • Research information required to manage staff assignments including reviewing relevant policies, current practices, staffing requirements and financial resources.
    • Assist in the investigation of grievances and/or complaints and recommend appropriate resolutions.
    • Coordinate staff recruitment process to include recruitment fairs and social media campaigns.
    • Oversee the contract issuance process for all employees.
    • Assist with the supervision and evaluation of Division Analysts.
    • Review and provide suggested revisions to job descriptions according to current industry standards.
    • Oversee the maintenance of personnel records according to records retention schedule.
    • Monitor the applicant screening/hiring process including transcript review, work experience verification and salary placement.
    • Co-facilitate new hire meetings, workshops, and onboarding sessions.
    • Monitor all employee certifications and background clearances.
    • Develop and maintain a human resource division handbook.
    • Participate in District Meetings and professional learning opportunities.
    • Prepare Board Agenda items for personnel action.
    • Participate in the Meet and Confer process.
    • Perform other job-related duties as assigned.

    EDUCATION:

    • BA - Human Resource Management, Business Administration, Public Administration or a related field is preferred.
    • Masters Degree is preferred.

    LICENSES OR CERTIFICATIONS:

    • SHRM, IPMA HR ? CP or PHR CERTIFICATE is preferred.

    EXPERIENCE:

    • Three ? five years experience in human resources management, including supervisory experience is preferred.
    • Any combination of education, training and experience equivalent to the stated minimum education and experience will be accepted.

    KNOWLEDGE/SKILLS/ABILITIES:

    • Demonstrated knowledge of general personnel practices in Human Resources Administration including recruitment and selection, classification and compensation, equal employment legislation and regulations, affirmative action, national and state employment statutes and regulations, court cases related to due process, and staff development and training.
    • High level of English proficiency, including grammar and spelling, for oral and written communications, report writing, completing tasks, and preparation of written correspondence and making public presentations.
    • Strong interpersonal and employee relations and communication skills.
    • Strong ability to research and analyze data and information.
    • Ability to use Microsoft Word, EXCEL and other essential software applications.
    • Ability to multi-task and work with detail and with a high degree of accuracy.
    • Demonstrated ability to use independent judgment to set priorities and make decisions.
    • Ability to use discretion in handling confidential and private information.

    WORKING CONDITIONS:

    • The working environment is the normal office setting.
    TERMS OF EMPLOYMENT:
    • Twelve-month year, District Office Administrator, employee benefits in accordance with Board policies.

    EVALUATION:

    • Performance to be evaluated in accordance with Board policy on evaluation of classified staff.
