TITLE: Director of Human Resources
CLASSIFICATION: District Office Administrator – Director
REPORTS TO: Executive Director of Human Resources
SUMMARY: The Director of Human Resources will oversee the day-to-day operations of the human resources strategies, policies, and programs that support the district’s mission, goals, and values.
PERFORMANCE RESPONSIBILITIES:
1. Provide services to ensure due process and compliance in the hiring process for certified, classified and administrative employees including recruiting, screening, selecting, and evaluating certification.
2. Responsible for meeting established recruitment goals and objectives (consistent with the organization’s mission, values, and goals).
3. Develop, interpret, implement, and recommend HR-related policies and procedures, ensuring compliance with legal requirements and best practices
4. Cultivates relationships with local and out-of-state educational colleges and universities; to include various local public and private employment agencies to attract and recruit qualified candidates.
5. Collaborates with colleges and universities for paid internship opportunities.
6. Monitor employee certifications, background clearances, and licensure to ensure ongoing compliance.
7. Works with Analyst to ensure job postings on website are accurate.
8. Performs exit interviews with departing employees and analyzes interview data to improve retention.
9. Provide presentations and reports for events, orientations, Governing Board meetings, and executive leadership.
10. Participate in the Meet and Confer process to support collaborative labor-management relations.
11. Co-facilitate onboarding sessions, new hire meetings, and workshops to support staff development.
12. Assist with the supervision of HR staff and evaluations.
13. Support employee relations including grievance investigations, employee conduct matters, and resolution recommendations.
14. Attend inservice training for continued professional development.
15. Perform other job-related duties as assigned.
EDUCATION:
Master’s degree in education
LICENSES OR CERTIFICATIONS:
A valid Arizona elementary teaching certificate
A valid Arizona administrator’s certificate for Principal
EXPERIENCE:
At least five (5) years teaching experience as a full-time teacher preferred
At least three (3) years of experience in administration
SKILLS/KNOWLEDGE/ABILITIES:
• Contemporary human resource management theory, principles and practices.
• Working knowledge of State requirements regarding personnel management.
• Demonstrated knowledge of educational personnel practices including recruitment and employment compensations, Title VII civil rights legislation, EEOC, Arizona Revised Statutes, Arizona Department of Education regulations, staff development, and training.
• High level of English proficiency for completing tasks, telephone communication, and preparation of written correspondence including skills in spelling, punctuation, and grammar.
• Strong communication and interpersonal skills.
• Ability to use Microsoft Word and applications.
• Ability to work with detail and with a high degree of accuracy.
• Demonstrated ability to use independent judgment to set priorities and make decisions.
• Ability to use discretion in handling confidential information.
WORKING CONDITIONS:
The working environment is the normal office setting with travel to school sites.
TERMS OF EMPLOYMENT:
Twelve-month year, District Administrator, employee benefits in accordance with Board policies.
EVALUATION:
Performance to be evaluated in accordance with Board policy on evaluation of administrative staff.
